The International Consortium on Governmental Financial Management (ICGFM) will hold its Winter Conference from December 1-3, 2014, at the International Monetary Fund, conducted in partnership with the Fiscal Affairs Department (FAD).

The theme of the Conference is, PFM, Foundation for Public Governance. A Call for Speakers, Panels, and Presentations has been issued inviting public officials and members of the PFM community to submit proposals for consideration to be included in the conference program. The deadline for submission is September 14, 2014.

Improving public governance is a goal of countries around the world. Demand for more responsiveness, greater accountability, and increased transparency is coming from citizens and financial markets. Sound PFM is a cornerstone of almost all aspects of governance and ICGFM will explore the role of PFM in meeting this demand and present specific examples of Governments meeting this challenge.

Examples of themes that might be the subject of proposals include:

    • The relationship between PFM and improved public governance

    • PFM practices that result in greater responsiveness to the needs of citizens

    • The role of technology in improving the elements of good governance

    • Methods of accountability utilizing sound PFM

    • Addressing the human resources aspect of improving governance

    • Country case studies

More information on the submitting of proposals can be found at www.icgfm.org. Proposal submissions should be sent to icgfm.proposals@icgfm.org.

An expert panel will review all proposals and select the most pertinent and thought-provoking of them for inclusion in the conference program. The top proposal presenters from the public and non-profit sector will be awarded a stipend that can be used toward the cost of travel and hotel expenses and given an opportunity to publish their case studies in the ICGFM Journal.

The ICGFM is a non-profit group established in the 1960s by the IMF, World Bank, the US General Accounting Office and others to serve as forum for those interested in public financial management around the world, and to serve as an umbrella for government, academia, practitioners, individuals, and other associations interested in public financial management. The organization has a number of activities including a monthly lunch speaker series in Washington, DC, an annual conference in Miami and a somewhat smaller winter conference in Washington, DC. It also publishes the International Journal on Public Financial Management.
