IMF PFM Divisions Seeking Technical Assistance Advisors (Public Financial Management Specialists): Job Number 1100050

The Fiscal Affairs Department (FAD) of the IMF is looking for well-qualified experts to fill headquarters-based consultant positions in the Public Financial Management (PFM) Divisions. The consultants’ appointment term would be for a period of two years, on a renewable basis, subject to satisfactory performance.

The advisor’s work may cover all aspects of PFM including legal and regulatory framework; budget preparation (including budget classification, medium-term budgetary frameworks, performance-oriented budgeting); budget execution (including expenditure control, treasury operations, cash management, accounting, fiscal reporting, and financial management information system), internal control and audit.

Applicants should have:

  • A university degree in the relevant fields or equivalent qualification relevant to the above PFM aspects.
  • Proficiency in English and strong oral and written communication skills (including electronic media).
  • Ability to work on multiple projects, in multiple countries, and with multiple stakeholders.
  • Ability to manage the technical assistance work of experts based in member countries and/or at the IMF’s Regional Technical Assistance Centers
  • Ability to maintain effective and cooperative relations with national authorities and donors, and to handle sensitive issues with discretion in a multicultural environment.
  • Willingness to travel overseas as part of the assignment.
  • Excellent interpersonal skills; and the ability to work as part of a team.
  • Capacity to undertake independent analytical work and research.

Capacity to deliver written and verbal technical assistance in Spanish, Portuguese, French, or Arabic would also be desirable, for some of these positions.

Preference will be given to candidates who have:

  • a minimum of ten years of relevant experience, including experience in a senior or advisory position within a ministry of finance, treasury or a related budgetary institution;
  • actively managed, or participated in, the delivery of TA programs in a broad range of PFM areas;
  • experience in managing and overseeing TA work and coordinating with donors.

Other qualified candidates, not selected for this position, may be considered for short-term technical assistance assignments.
