Raphael Lam is a Deputy division chief at the Department of Fiscal Affairs of the IMF. He has led several IMF flagship publications on Fiscal Monitor and coauthored the IMF departmental paper on EU economic governance reforms. His division contributes to the country review of fiscal rules issues and compiles the IMF databases in Fiscal Rules and Fiscal Councils. He led several IMF missions on the design and calibration of fiscal rules and frameworks in Europe, Latin America, and Central Asia. Previously he was the IMF Resident Representative in China and participated in the IMF programs in several countries. Mr. Lam received his Ph.D. in economics from University of California, Los Angeles.
