Regional Public Financial Management Advisor (PFM), METAC, Beirut, Lebanon (Job Number: 1900249)
Description
The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is recruiting an experienced Public Financial Management (PFM) expert to work as a Regional Advisor in the Middle East Regional Technical Assistance Center (METAC). Located in Beirut, Lebanon, METAC support the development of human and institutional capacities in Afghanistan, Algeria, Djibouti, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Sudan, Syria, Tunisia, West Bank and Gaza, and Yemen.
Working closely with staff from IMF headquarters, the advisor will support senior officials and technical staff in ministries of finance and related institutions with all aspects of PFM reform, including fiscal frameworks, budget formulation, budget execution, accounting, fiscal reporting, cash and debt management, public investment management, fiscal risk management and fiscal transparency.
The PFM advisor is expected to: (i) define and implement the METAC PFM work plan in close coordination with the METAC Coordinator and FAD; (ii) contribute to headquarters-led capacity development (CD) activities; (iii) recruit and supervise short-term PFM experts; (iv) prepare and deliver training events such as regional workshops and seminars; (v) participate in outreach activities; and (vi) coordinate with other CD providers and donors.
The advisor is expected to be appointed for an initial period of one year. It is renewable potentially up to a total of 3 years subject to satisfactory performance. S/he will work under the general administrative direction of the center coordinator, while on technical supervision and substantive issues s/he will report to FAD staff in Washington D.C.
Qualifications
Applicants should have a relevant university degree or equivalent (at least at master’s level), preferably in economics, finance, or accounting. Preference will be given to applicants with a minimum of 10 years of practical experience in a senior line or advisory position within a ministry of finance, international financial institution, development partners, or major consulting firm.
The successful candidate would have broad experience of supporting the implementation of PFM reforms, excellent interpersonal skills, the ability to maintain effective and cooperative relations with national authorities and donors at a senior level, a willingness to travel extensively, be self-motivating and have an ability to work as part of a team; have well developed analytical and research skills; be proficient in standard office IT applications (such as Word, PowerPoint, and Excel) and have experience in project management. Experience in organizing and conducting training courses and workshops as well as work experience in the METAC region would also be desirable. For this position, strong English oral and written communication skills and an effective ability to work in French and/or Arabic are required.

Regional Public Financial Management Advisor (PFM), CARTAC, Barbados (Job Number: 1900250)
Description
The Fiscal Affairs Department of the International Monetary Fund is seeking an experienced public financial management (PFM) expert for a position in the Caribbean. The position is based at the IMF’s Caribbean Regional Technical Assistance Center (CARTAC), in Barbados, covering 20 Caribbean countries. The advisor will contribute to capacity development (including the coordination and delivery of technical assistance (TA) and training) to the respective ministries of finance and related institutions. She/he will primarily support PFM institutional capacity development in these countries. She/he will need to liaise effectively with senior government officials, technical staff, and other TA providers. The advisor will be appointed for an initial period of one year, renewable for a maximum period of four years. She/he will work under the administrative supervision of the Center Coordinator and technical supervision of the Fiscal Affairs Department.
Qualifications
Applicants should have a relevant University degree or equivalent (at least at master’s level), preferably in economics, finance or accounting. Preference will be given to applicants with a minimum of 15 years of practical experience in a senior line or advisory position within a ministry of finance or international financial institution. The successful candidate should have experience of designing and implementing PFM reforms at the national level in one or more of the subject areas mentioned below: •Budget formulation, including medium-term fiscal and expenditure frameworks, and program budgeting;
- Public investment management;
- Fiscal risks;
- Budget execution, including accounting and reporting;
- Treasury systems, and cash and debt management;
- Legislative framework for budgeting, treasury, debt and fiscal management;
- Internal control and internal audit;
- Government financial management information system.
Experience with PFM issues related to building climate resilience and gender budgeting would be an advantage.
Applicants should: be proficient in English; have strong oral and written communication skills; have excellent interpersonal skills with demonstrated ability to work as part of a team; be able to maintain effective and cooperative relations with national authorities and donors at a senior level, to effectively transfer technical knowledge, and to handle sensitive issues with discretion in a multicultural environment. Experience in developing, organizing and conducting training courses and workshops would be desirable. A willingness to travel extensively will be necessary. Knowledge of PFM systems and reforms in the region and a thorough understanding of IMF TA strategies and practices will be highly desirable.

Resident Advisor for Budget Strengthening in Mali
Overview: The role will involve helping set up a Budget Strengthening Initiative (BSI) in Mali (through a BSI inception project) to support the Ministry of Budget and other Ministries in different aspects of budgeting. The resident advisor will work in close collaboration with a small team of non-resident experts and a local consultant to explore options for providing longer-term technical support and capacity building to strengthen the budget process.
