The Fiscal Affairs Department (FAD) of the IMF is seeking highly-qualified experts to fill a Regional Public Financial Management (PFM) Advisor position at the Center of Excellence in Finance (CEF) based in Ljubljana, Slovenia as part of a regional program of technical assistance (TA) funded by the Japanese government. The Advisor's appointment term would be for an initial period of one year starting from May 2012, on a renewable basis, subject to satisfactory performance.

The CEF is a leading regional institution whose main aim is to promote capacity development in public financial management and central banking in South East Europe. The Supervisory Board of the CEF is comprised of ministers of finance and central bank governors of the member countries. The IMF has worked with the CEF since its inception and 2010 saw the institution celebrate its 10th anniversary. During this time the CEF has developed an extensive network and infrastructure that offers comprehensive support to a number of regional capacity development initiatives with a specific focus on institutional development. The CEF primarily focuses on design and delivery of tailor-made training programs for staff working in the public sector and central banks and, with the assistance of the IMF the delivery of technical assistance to the region.

The Advisor will provide direct advice on PFM issues to CEF European member countries (including Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Moldova, Montenegro, Romania, Serbia, and Slovenia). The work programs are designed jointly by the individual country and the IMF European and Fiscal Affairs departments and cover all PFM areas: legal and regulatory framework, budget preparation (including budget classification, medium-term budgetary frameworks, performance-oriented budgeting), budget execution (including expenditure control, treasury operations, and cash management) debt management, government accounting, fiscal reporting, financial management information systems, and internal audit. The Advisor will work under the general direction of, and will report to FAD staff in Washington D.C. while coordinating his/her activities with the Director of the CEF. Extensive travel within the countries covered by the CEF should be expected.

Applicants should hold a university degree in the relevant fields. Preference will be given to candidates who have a minimum of ten years of relevant experience, including experience in a senior or advisory position within a ministry of finance, treasury or a related budgetary institution; who have actively managed, or participated in, the delivery of TA programs in the PFM fields noted above; who can additionally show experience in managing and overseeing TA work and coordinating with donors; and who are fully aware of the PFM challenges facing the region. Experience with standard PFM diagnostic tools, such as the Public Expenditure and Financial Accountability (PEFA) Performance Measurement Framework, the IMF Reports on Standards and Codes (ROSC), in particular fiscal transparency modules, and Debt Management Performance Assessment (DEMPA) would be desirable.

Applicants should possess excellent written and oral communication skills in English, be fully conversant in office computer applications and information technologies (such as PowerPoint and Excel); have experience in project management; have excellent interpersonal skills and the ability to work as part of a team; have the capacity to transfer effectively technical knowledge and maintain cooperative relations with national authorities and donors, as well as have the capacity to handle sensitive issues with discretion in a multicultural environment. Experience in organizing and conducting hands-on training courses and workshops would be desirable. Applicants not selected for this position may be considered for short-term technical assistance assignments.
