IMFThe International Monetary Fund (IMF) is seeking a senior public financial management expert to fill a Deputy Division Chief position in one of the two Public Financial Management divisions of the Fiscal Affairs Department at the IMF Headquarters in Washington, DC.

The Public Financial Management Division 1 (M1) is responsible for providing advice and technical assistance to IMF member countries in the English speaking Africa, Europe, the Middle East and Central Asia, and for undertaking policy research in a broad range of public financial management issues. Key areas of work include the development, in conjunction with member countries, of public financial management reform strategy and their implementation; the underpinning legal and regulatory frameworks; budget classification, preparation (medium-term fiscal and expenditure frameworks) and approval; budget execution; accounting and fiscal reporting systems; cash and debt management (including treasury systems, control of commitments, and arrears); and internal audit. Recent areas of interest also include fiscal risk analysis, performance budgeting, accrual accounting, and inter-governmental fiscal relations.
 
The Deputy Division Chief will assist the Division Chief in managing all activities of M1, including running the division in his absence and supervising a multicultural group of staff, headquarters-based consultants, regional resident advisors, and technical assistance experts stationed in member countries. The selected candidate will also contribute to developing the Fiscal Affairs Department's strategic thinking in the areas of his/her expertise, lead complex technical assistance missions, and liaise with the World Bank and other agencies that provide support for public financial management reforms. In addition, the selected candidate will cooperate with other divisions of the Fiscal Affairs Department, particularly with colleagues in the Public Financial Management Division 2 (M2), which is responsible for member countries in Asia, Francophone Africa, and Latin America.
 
Qualifications

The successful candidate should have extensive practical and managerial experience for at least 10 years within a ministry of finance, treasury, or comparable institution, familiarity with other regional and international organizations engaged in public financial management reforms, strong analytical skills, effective oral and written communications, excellent interpersonal skills, and an ability to advise and guide divisional staff. While not a requirement, working knowledge of Arabic, French, or Russian would be desirable.
