The goal of the association is to promote, in the member countries, the deepening of the rule of law and good governance through the development of well performing and transparent public financial management. The association fosters professional competence through sharing of material and experience and through the organization of learning events. The wide spectrum of SAI models represented among the members (from the purest Napoleonic model to the Westminster type, with all the mixtures in between) allows for fruitful brainstorming and cross-learning opportunities.
Every two years, a seminar is organized around a specific theme. The last one took place in Djibouti in April 2006 and was about “central government payroll controls and audits” and led to interesting exchanges of experience and was an opportunity for many participants from 21 countries to learn more on specific tools and on international norms and standards in this area. The seminar showed that this kind of audits was not sufficiently developed in a number of member countries for several reasons: absence of data and of supporting documents; difficult access to information and computerized systems when they exist; absence of an audit and controls culture among audited institutions. Concrete steps to foster this kind of controls and enhance their impact have been discussed. The next seminar was scheduled in Mauritania in November 2008 but has been rescheduled later in 2009. The theme is expected to be “controls and audits of Public Private Partnerships.
In November 2008, the Governing Board of INTOSAI approved AISCCUF’s membership as an associate member (the Institute of Internal Auditors and the World Bank are the only other associate members). This provides AISCCUF with an increased visibility and will allow it to share and support two of the main strategic goals of the organization since 2004: Institutional Capacity Building and Knowledge Sharing.
