Job Offer: Technical Assistance Advisor - Public Financial Management (IMF Job Number: 1200765)

The Fiscal Affairs Department (FAD) of the IMF is looking for well-qualified technical assistance (TA) advisors to fill headquarters-based (in Washington, D.C.) contractual positions in the Public Financial Management 2 Division. The advisor's appointment term would be for a period of two years, on a renewable basis, subject to satisfactory performance.

The selected candidates will provide technical assistance (TA) on PFM matters to IMF member countries, and will also supervise the technical assistance work of experts based in member countries and/or at the IMF's Regional Technical Assistance Centers. The work programs may cover all PFM areas: the legal and regulatory framework; budget preparation (including budget classification, medium-term budgetary frameworks, performance-oriented budgeting); budget execution (including expenditure control, treasury operations, cash management, accounting, fiscal reporting, and financial management information system); and internal control and audit. The TA advisor will be required to travel overseas.

Qualifications
 
Applicants should hold a university degree or equivalent qualification relevant to the above duties; possess excellent written and oral communication skills in English, be fully proficient in standard office computer applications and information technologies (such as Word, PowerPoint, Excel, Internet), and have experience in project management. Capacity to deliver written and verbal technical assistance in Spanish, Portuguese, and/or French would be a plus. Applicants should also possess excellent interpersonal skills, an ability to work as part of a team, an aptitude to effectively transfer technical knowledge and maintain effective and cooperative relations with national authorities and donors, as well as capacity to handle sensitive issues with discretion in a multicultural environment. Experience in organizing and conducting training courses and workshops would be an additional advantage, as will be flexibility and adaptability in a range of PFM areas. Preference will be given to candidates who have a minimum of ten years of relevant experience, including experience in a senior or advisory position within a ministry of finance, treasury or a related budgetary institution; who have actively managed, or participated in, the delivery of TA programs in the above PFM areas; who can additionally show experience in managing and overseeing TA work and coordinating with donors; and who are fully aware of the PFM challenges facing member countries. Capacity to undertake analytical work and research would be an asset.

Other qualified candidates, not selected for this position, may be considered for short-term technical assistance assignments.
