Job Offer: Jamaica — Senior Public Financial Management Specialist

The PFM technical advisor will be hired by the World Bank through funding by the DFID. The appointee will be based in Kingston, Jamaica. Description

The Fiscal Affairs Department (FAD) of the IMF is seeking an experienced and qualified expert to act as a Regional Public Financial Management Advisor, based in the Center of Excellence in Finance in Ljubljana (Slovenia). The advisor will form part of a regional program of technical assistance in South Eastern Europe (SEE). The Advisor’s position would be for an initial period of one year starting September 30, 2014, with an option to renew based on satisfactory performance.

The advisor will be expected to provide direct advice on PFM issues to a wide range of SEE countries including Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Moldova, Montenegro, Romania, Serbia and Slovenia. The work program will be designed jointly with individual countries and the and will seek to build on existing efforts to; improve the design of legal and regulatory frameworks framework (including design of fiscal rules, organic budget laws, organization of ministries of finance and independent assessment of fiscal policy design and implementation); develop medium-term budget frameworks and introducing a performance orientation to the budget preparation process; strengthen budget execution and treasury functions including expenditure controls and cash and debt management operations; and improve accounting standards and the coverage and quality of fiscal reporting. Other areas where the advisor may be expected to be involved include offering advice on implementation of financial management information systems and developing financial management capacity in line ministries. The advisor will also be expected to contribute to the work of the Center of Excellence in Finance, mainly through participation in training courses in PFM topics for member countries of the CEF.

Description

The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) provides technical assistance (TA) to IMF member countries in several public finance areas, including public financial management, tax policy and revenue administration, and expenditure policy. FAD's TA program is increasing significantly as donor financing is mobilized. To help manage the TA program, FAD is seeking a TA officer for its Resource and Information Management Division. The contractual position, which is at its headquarters in Washington, D.C., will be for an initial period of two years.

Working closely with FAD's senior staff and TA divisions, the selected candidate will help manage and administer FAD's TA program, including: (i) formulating the annual work program and monitoring its execution; (ii) supporting mobilization of donor financing, including preparation of project proposals and budgets, in consultation with other Fund departments; and reporting on implementation progress to donors; (iii) helping implement and oversee the department's results-based management (RBM) framework; (iv) contributing to development and drafting of TA policies and processes; (v) helping produce outreach material on TA activities; and (vi) participating in Fund-wide initiatives on TA issues.

Job Offer: Position in the INTOSAI-Donor Secretariat, INTOSAI Development Initiative (IDI)

The IDI announces a new position in the Secretariat for the INTOSAI-Donor Cooperation. The position is temporary until end of 2015 with the possibility of an extension. 

Background

The INTOSAI-Donor Cooperation was established in 2009 by INTOSAI (the International Organization of Supreme Audit Institutions) and 15 Donors to intensify and strengthen work to support to Supreme Audit Institutions (SAIs) in developing countries. This entails a more strategic approach to capacity building of SAIs, improving the coordination and increasing the levels of support to SAIs from development partners.

The INTOSAI-Donor Cooperation is governed by a Steering Committee comprising representatives of INTOSAI and the Donor community. The Steering Committee decided in February 2010 that the IDI, located in Oslo, Norway, should host the INTOSAI-Donor Secretariat. The INTOSAI-Donor Secretariat is funded by Austria, Ireland and Norway and currently staffed with four positions/3,5 full time equivalents (one of whom is provided through a rolling secondment arrangement with the Office of the Auditor General of Norway). In February 2012 the IDI, in collaboration with its funding donors, decided to recruit one additional full time international staff member.

Job Offer: Campaign Coordinator, Global Movement for Budget Transparency and Accountability

The government’s budget affects the life of every citizen, especially those that are poor or marginalized. Yet, in many countries citizens have very little access to information about how the government plans to raise and spend public resources, let alone how effectively they have been used. For this reason, civil society organizations from over 50 countries recently came together to launch an international advocacy initiative and sign a Declaration of Principles to secure greater access to information and accountability for public funds (see www.Makebudgetspublic.org).

The Steering Committee of this nascent global movement, currently based at the International Budget Partnership, is looking to recruit a Campaign Coordinator to shape and lead a global campaign to secure greater public access to budget information and accountability for public funds.  This is an exciting opportunity for an experienced civil society advocate to play a formative role in developing and leading a global campaign to open budgets to public scrutiny and transform the lives of citizens throughout the world.

Background/General Description

The Financial Management unit (AFTFM) is a part of the Africa Region’s Operation Services Department (AFTOS). It advises and supports Regional Management and Task Team Leaders on financial management in operations, and works on public financial management (PFM). Specifically, AFTFM is responsible for: (i) operational financial management support to the Region’s portfolio; (ii) policy advice to Government on PFM and private sector accounting and auditing; and (iii) capacity building activities to improve borrowers' financial management systems, including support for designing lending operations that focus on PFM and private sector accounting and auditing reform or capacity development. 

The Lead FMS will report to the Regional Manager for Financial Management (RMFM) and will be part of the regional financial management team. She/he will work with AFR FM Team and country teams, including Task Team Leaders and Administrative and Client Service (ACS) staff. AFTFM is highly decentralized (about 90 percent of staff is located in Country Offices). The Lead FM Specialist will have Unit/Regional and specific country-level duties and accountabilities. At the Unit/Regional level, the Lead FM Specialist is accountable for the quality of PFM work in Francophone AFR as well as compliance with the guidelines issued by the FM Sector Board (FMSB) with a special focus on Francophone countries. Duties:

The Advisor may be asked to provide technical assistance on a wide range of PFM areas including:

Background/General Description

PEFA is a partnership program that commenced in December 2001, with the aim to assess the condition of country public financial management systems and develop a practical sequence for reform and capacity-building actions.  It has successfully seen a decade of increasing international recognition. The PEFA Secretariat is responsible to the Steering Committee  for preparing and implementing the PEFA work plan. The Secretariat is located in and formally administered by the World Bank in Washington, DC.

The PEFA partners are planning to extend the PEFA program by five years starting July 2012. During this phase (Phase IV) the program will continue its current core activities and user services.. The next phase will see substantive revisions to strengthen the PEFA performance measurement framework and to broaden the overarching governance arrangements, in particular through formal consultations with a wider group of stakeholders such as partner countries and donors. These measures are designed to ensure that the PEFA framework and its overarching governance arrangements remain relevant, and consolidates more than 10 years of progress.

The Fiscal Affairs Department (FAD) of the IMF is seeking two highly-qualified experts to fill Regional Public Financial Management (PFM) Advisor positions at the Caribbean Regional Technical Assistance Center (CARTAC), based in Barbados. The Advisors' appointment term would be for an initial period of one year, on a renewable basis, subject to satisfactory performance.
 
The Advisors will provide direct technical assistance (TA) on a range of PFM areas to the 20 countries covered by CARTAC (Anguilla,  Antigua & Barbuda, The Bahamas, Barbados , Belize, Bermuda, British Virgin Islands, Cayman Islands, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, St. Kitts & Nevis, St. Lucia, St. Vincent & the Grenadines, Suriname, Trinidad & Tobago, and Turks & Caicos Islands). The Advisors will also supervise the technical assistance work of short-term PFM experts financed by CARTAC. New IMF Job Offers: Regional Public Financial Management Advisors Based in Ljubljana, Slovenia (Job Number: 1200008)

The Fiscal Affairs Department (FAD) of the IMF is seeking highly-qualified experts to fill a Regional Public Financial Management (PFM) Advisor position at the Center of Excellence in Finance (CEF) based in Ljubljana, Slovenia as part of a regional program of technical assistance (TA) funded by the Japanese government. The Advisor's appointment term would be for an initial period of one year starting from May 2012, on a renewable basis, subject to satisfactory performance.

The CEF is a leading regional institution whose main aim is to promote capacity development in public financial management and central banking in South East Europe. The Supervisory Board of the CEF is comprised of ministers of finance and central bank governors of the member countries. The IMF has worked with the CEF since its inception and 2010 saw the institution celebrate its 10th anniversary. During this time the CEF has developed an extensive network and infrastructure that offers comprehensive support to a number of regional capacity development initiatives with a specific focus on institutional development. The CEF primarily focuses on design and delivery of tailor-made training programs for staff working in the public sector and central banks and, with the assistance of the IMF the delivery of technical assistance to the region.

Job Offer: IDI Seeking Consultants for SAI Capacity Development (Framework Agreement)

The IDI is looking for several consultants experienced in providing capacity development to Supreme Audit Institutions. Candidates should have experience of working with and for SAIs, and implementing SAI capacity development initiatives in a variety of developing countries. Job Offer: Government of Ghana Seeks Technical Advisor to the Fiscal Decentralization Unit

Local Government Capacity Support Project (LGCSP) – P122692

The Government of Ghana has secured an IDA credit of $175 million for the Local Government Capacity Support Project (LGCSP). The objectives of the project are:
i. To strengthen the intergovernmental fiscal framework; 
ii. To strengthen local public financial management and accountability for improved infrastructure and services in urban assemblies; and
iii. To improve citizens’ engagement with urban assemblies and their perceptions of urban management.

The project is divided into four components. Component 1 will support the establishment of a predictable and transparent fiscal framework for local governance by assisting the Ministry of Finance and Economic Planning (MOFEP) to develop and manage specific aspects of the fiscal framework for local governance. Component 2 will support selected urban local governments to improve their management capabilities in identified key reform areas through a performance based Urban Development Grant and targeted capacity support. Component 3 will generate civil society demand for financial information from urban assemblies, foster more effective engagement of civil society with assemblies on this data, and strengthen the capacity and engagement of citizens’ representatives on the budget and service delivery issues. Component 4 will provide support to the Ministry of Local Government and Rural Development (MLGRD) in fulfilling its roles in supporting the decentralization process and in managing the project.

IMF Job Offer: Headquarters-Based Consultant, Expenditure Policy Division, Fiscal Affairs Department

The International Monetary Fund (IMF) seeks to hire a headquarters-based consultant with expertise on public expenditure policy issues for the Expenditure Policy Division (EPD) of its Fiscal Affairs Department (FAD). The EPD undertakes policy development and research and carries out technical assistance to member countries on selected public expenditure policy issues and their macroeconomic implications. Topics covered by the division include public expenditure efficiency and productivity, including options for improvements in the short run; the distributional impact of economic policies; subsidies and subsidy reform; macro-fiscal sustainability of social security systems and pension reform; fiscal risk from public investment and public-private partnerships; expenditure policy issues related to fiscal decentralization; macro-fiscal aspects of health expenditure and long-term expenditure trends; reform of public wages and employment; and fiscal aspects of labor market policies. The selected candidate will also be expected to have a solid grounding in macroeconomics. The selected candidate is expected to participate in technical assistance missions on expenditure policy issues and other IMF mission work, and as well as in the division's policy development work, which includes the preparation of Executive Board papers and of various divisional research projects.

Qualifications

The candidate should have a Ph.D. or equivalent qualifications in Economics. The successful candidate is expected to have a solid background in macroeconomics and public finance, and specific research or operational experience in public expenditure policies, of a minimum of two years.  A proven track record of written publications, papers, reports, or other documents is required. The selected candidate should possess excellent written and oral communication skills in English; an ability to work in Spanish and/or French would be desirable. The selected candidate may be required to travel frequently.

IMF Statistics Department is Seeking Government Finance Statistics Experts

The International Monetary Fund (IMF) is seeking a senior public financial management (PFM) specialist to fill a Deputy Division Chief position in the PFM Division 2 ("M2") of the Fiscal Affairs Department at the IMF Headquarters in Washington, DC.

Job Opportunity: IMF Looking for Public Sector Cost Accounting Expert to be Based in Sao Paolo, Brazil

The IMF Fiscal Affairs Department (FAD) is looking for candidates to work in a project on public sector cost accounting in the State of Sao Paolo, Brazil. The project aims to improve the budget preparation, budget execution, and cost control at the state level. We are looking for highly-qualified public sector cost accounting experts for two assignments: (i) a long-term assignment (one year, renewable for one more year); and (ii) a short-term peripatetic assignment (a two-week visit every quarter during two years). The assignments are in Sao Paulo, Brazil. It is expected that the short-term expert will be a leader in his field and have a  strategic guidance role in the project, while the long-term expert will work more intensively on the implementation of the project with Brazilian counterparts.

The objectives of the project are to (i) implement the public cost system in phases, starting with four pilot entities (health, education, prisons, and social assistance); (ii) develop a cost methodology adequate to the public services at the state level; (iii) organize seminars, courses, and other training events to educate the state officials on how to prepare and use cost information; (iv) document the cost methodology used in the existing projects; (v) prepare guidelines for external dissemination of cost data; and (vi) prepare progress reports.
