Since the introduction of an MTEF in Albania, the Ministry of Education and Science (MoECS) has linked budget resources to its policy priorities through a three-year, rolling programme review process.
As presented in an Options Paper [ Download options_paper.pdf ] tangible results have been achieved in:
- Budget transparency through the adoption of six programme areas , enhancing the information content of the previous structure, which included only three areas;
- The launch of the Education Excellence and Equity Project, a Sector Wide Approach supported by key donors, to the value of 70 million USD. An intermediate goal of this project is that "leadership, management and governance of the education system are improved;"
- A predictable, expanding financial envelop from both domestic and external sources.
A full performance framework has been developed in Albania built upon an integrated planning and budgeting system, but management problems persist. MoES is aware of the fact that its management information system needs to be strengthened to allow effective monitoring of performance indicators. A new management culture is also required in the ministry to make senior directors more accountable for performance. The options paper has been prepared to ensure that management constraints are addressed in the ministry.
I am personally committed to performance management as an integral component of our role in the MTEF and I have made this clear during an interview published on the education newspaper MESUESI. In the end, it is expected that the education performance framework as part of the MTEF becomes a powerful management tool for the ministry, not only a control mechanism for MoF.
